MID OHIO BANTAM HOCKEY LEAGUE (MOBHL) BY-LAWS

ARTICLE I: NAME

This organization shall be known as the Mid Ohio Bantam Hockey League (MOBHL).

ARTICLE II: STATEMENT OF PURPOSE

The purpose of MOBHL is to create a greater level of competition for bantam house/select level

hockey players in Mid Ohio by promoting a two-tiered program of teams grouped by their

community to prepare them for high school varsity or club level play.

ARTICLE III: MEMBERSHIP

MOBHL is comprised and endorsed by the following founding member organizations.

Athens Youth Hockey Association (AYHA)

Capital Amateur Hockey Association (CAHA)

Columbus Chill Youth Hockey Association (CCYHA)

Easton Youth Hockey Association (EYHA)

Newark Ice Hockey Association (NIHA)

Troy Youth Hockey Association (TYHA)

ARTICLE IV: NEW MEMBERSHIP

New membership to the league will be accepted on an annual basis during the months of March

and April. Organizations requesting membership must submit a request in writing, along with

copies of their by-laws, USA Hockey Club registration, and other documents deemed appropriate

for approval and acceptance by ¾ vote of the then existing trustees. Upon acceptance, the

organization will designate two representatives to serve as trustees of MOBHL.

ARTICLE V: BOARD OF TRUSTEES

MOBHL shall be governed by a Board of Trustees comprising of two (2) trustees from each

member organization. For voting purposes each organization will receive one vote.

The board of trustees will then elect an Executive Board comprised of a President, Vice President

and Secretary. A majority vote is needed for the election of any Executive Board officer.

Duties of the Executive Board will be as follows:

The President shall preside over all regular and special meetings. The President working in

conjunction with the Vice President shall also appoint all committee members who will then be

confirmed by a majority vote of the Trustees.

The Vice President shall perform all the duties of the President in the absence or disability of the

President.

The Secretary shall keep minutes and role of all regular and special meetings and provide the

minutes of all previous meetings.

Committees:

The Rules Committee will consist of a Chairman appointed by the President and Vice President

(see Article V) and one Trustee from each organization (who may be officers of the Association

also). They will establish and enforce the rules of the league. A Disciplinary Committee will be

appointed to address issues pertaining to Code of Conduct (Article XIII).

The Disciplinary Committee will consist of Trustees from five (5) separate youth hockey

organizations. The organizations assigned to the disciplinary committee will be rotated on an

annual basis. For Code of Conduct violations voting members will consist of Disciplinary

Committee member whose organizations were not part involved in the violation.

Other Committees, as deemed appropriate by the Board of Trustees, will be appointed by the

President and Vice President and confirmed by a majority vote of the Trustees.

ARTICLE VI: MEETINGS

MOBHL shall hold regular meeting no less than once per quarter to address pertinent league

business, activities and concerns.

MOBHL meetings shall be open to the public. Visitors shall be invited to participate in the

discussion of the matters at hand, but only trustees are eligible to participate in final decisions of

the league.

Members will be notified of meeting dates, place and time before the meeting via e-mail and

website homepage.

ARTICLE VII: RULES AND REGULATIONS

The Mid Ohio Bantam Hockey League will follow the USA Hockey Official Rules of Ice Hockey for

all pre-season, regular season, and post-season tournament games. MOBHL will follow by-laws of

founding member organizations, if warranted. MOBHL Board of Trustees has final determination

on all matters pertaining to league.

All players, coaches and officials are required to read and sign their rostering youth hockey

organizations and MOBHL code of conducts before participating in any MOBHL or team on-ice

events.

All players and coaches must be USA Hockey registered before participating in any MOBHL or

team on-ice events.

All head coaches must be USA Hockey level three certified.

All coaches, assistant coaches, and team managers must undergo a background check per USA

Hockey Rules and Regulations through their youth hockey organization.

MOBHL will use certified USA Hockey on-ice officials. MOBHL game on-ice officials are

scheduled by the youth hockey organizations.

All off-ice officials (scorekeepers, scoreboard operator, penalty box operator, etc.) are volunteer

positions. All off-ice officials are to remain impartial and not confer with the players, or coaches

during games and are to work in cooperation with the on-ice officials. The on-ice official may

dismiss any off-ice official at any time under their discretion.

ARTICLE VIII: REGISTRATION

Bantam eligible players will register with one of the following youth hockey organizations (AYHA,

CAHA, CCYHA, EYHA, NIHA, and TYHA) based on where you live or attend high school. (For

additional assistance in determining which organization you should register with, see Registration

Chart)

CAHA, CCYHA, and EYHA bantam players must register with their youth hockey organization by

the 31

prior to season play. Registrants must follow registration guidelines required by the registering

organization.

Bantam eligible players rostered with CCYHA Travel Hockey and Columbus Travel Hockey cannot

participate on a MOBHL team.

Bantam eligible players rostered on a JV/Varsity high school team are permitted to play in the

league as long as it is acceptable with the youth hockey organization that the player is registered

through.

CAHA, CCYHA and EYHA must provide bantam player registration information to their MOBHL

board representative(s) within 14 calendar days upon completion of registration deadline (July 31

ARTICLE IX: TEAMS

MOBHL will assign players to community teams based on the league criteria and board discretion.

All final team assignments will be governed by the MOBHL Board of Trustees.

MOBHL Board of Trustees will divide Bantam eligible player registrations from CAHA, CCYHA and

EYHA into teams. AYHA, NIHA, and TYHA organizations will divide their own teams and overseen

by MOBHL Board of Trustees.

The maximum number of players per team will be 18 players plus 2 goalies, based on USA Hockey

regulations. There will be no exceptions. MOBHL will take into consideration the

recommendations of minimum requirements of team size from each individual youth hockey

organization. Requests may be submitted through the organizations board trustees.

MOBHL will divide teams based on the following criteria.

1. School district in which player lives and/or attends high school.

2. Zip code in which player lives.

3. High school varsity hockey and/or high school club hockey district.

Players who attend a school not located within their district of residence will be assigned to a team

based on residence and not location of their school.

Some communities will have enough players to field more than one team. MOBHL recommends

that the rostering youth hockey organization complete evaluations to form tiered community teams.

It will be the discretion of MOBHL to fill partial teams. MOBHL will establish a primary core base of

players from a community on a team, and then complete the roster with secondary players as

necessary. Secondary players are defined as players from an area with limited number of players;

players who register late; or players whose community team roster is complete.

It will be the discretion of MOBHL to place a Bantam eligible player onto a complete roster team if a

spot becomes available. However, MOBHL will not guarantee that the secondary player will be

assigned to their community team.

There will be no grandfathering of players.

MOBHL will complete team assignments and forward to hockey organizations within 14 calendar

days upon receipt of registrations.

MOBHL requests that each youth hockey organization establish measures to provide USA Hockey

certified coaches to each team assigned by MOBHL. It is the discretion of each hockey

organizations governing board to determine the criteria and means upon which to find qualified

coaches.

ARTICLE X: FEES

MOBHL recommends that the three Columbus youth hockey organizations (CAHA, CCYHA and

EYHA) establish the same yearly fee structure. The fees may include but are not limited to USA

Hockey membership registration, ice, officials, jerseys and administrative fees. AYHA, NIHA, and

TYHA may establish individual fee structures.

Bantam eligible players rostered on a JV/Varsity high school team will be assessed the same fee

as other players.

Players who a roster with a travel team or decides to withdraw participation from MOBHL will lose

their deposit and any other fees in which the registering hockey organization requires.

ARTICLE XI: GAMES

MOBHL recommends that the season begins each calendar year in September with team practices

and/or evaluations. Seeding games are to begin in October with league play from November

through March.

MOBHL recommends that each team plays a minimum of twenty-three (23) games per season.

This includes six (6) seeding games for tier placement, fourteen (14) league games, and three (3)

end of season tournament games.

MOBHL recommends that no games should be scheduled on the following weekends to allow

teams to participate in tournaments, if they desire: Thanksgiving, Martin Luther King Jr., and

President’s Day. MOBHL also recommends no games should be scheduled between Christmas

and New Years.

MOBHL recommends that each team have a minimum of one (1) half-ice practice a week for

twenty-six (26) weeks.

MOBHL recommends that regular season games will be three (3) twelve- (12) or thirteen- (13)

minute periods based on ice allotment. Games will be a minimum of sixty (60) or seventy (70)

minutes. Regular season games will end in a tie if the score is even after three periods. Curfew

clock policy applies.

MOBHL will sponsor an end of season tournament. MOBHL recommends that end of season

tournament games will be three (3) twelve- (12) or thirteen- (13) minute periods based on ice

allotment. Tournament games ending in a tie will be followed by a five (5) minute period of sudden

death overtime. If the score remains tied, a best of five (5) round penalty shot shootout will

commence. If the score remains even after the penalty shot shootout another 5 (five) round

penalty shot shootout commences until a winner is decided. Each team must submit at the

beginning of tournament game play their official shootout roster to the scorekeeper and on-ice

officials.

It is the responsibility of the home team to forward a copy of the score sheet their MOBHL

representative. MOBHL will post game results on website upon receipt of score sheet.

MOBHL supports and encourages all the league teams to participate in exhibition games outside

the league. However, participation is at the discretion of the individual teams and/or hockey

organizations and all requirements, fees, and benefits from the exhibition are the responsibility of

the individual teams and/or hockey organizations. Exhibition game results will not be included in

final league rankings.

ARTICLE XII: TIERED RATING SYSTEM

MOBHL will institute a computerized system to determine placement of teams based on their level

of play within two (2) tiered divisions. MOBHL recommends that each team participate in preseason

games to determine placement within the divisions. MOBHL will submit statistics from preseason

league games to a third-party administrator to determine the pre-season ratings and

placements. Tournament, exhibition, and scrimmage game results will not be included.

Of note, the pre-season ratings are computed mathematically, with no subjective weighting

or human determined values. Teams are rated based upon how well they play against

other teams and how good those teams are. These two factors are average goal

differential (AGD) or strength of schedule (SCHED). AGD is currently calculated by

accumulating the goal differential of each game, to a maximum of 8, and divides it by the

number of games played. Using a maximum game goal differential of 8 does “penalize”

teams that blow out opponents, but this is common in rating systems and discourages

running up scores. The strength of schedule is computed by averaging the rating of each

game opponent. AGD and SCHED are added together to compute a team’s rating.

MOBHL Board of Trustees has final determination on all team placements.

ARTICLE XIII: DISCIPLINE

MOBHL will establish a Disciplinary Committee to oversee player, coach, and team discipline

within the league.

All players, coaches and officials are required to read and sign their registering organizations and

MOBHL Code of Conduct before participating in any MOBHL or team on-ice events.

In regards to each individual hockey organizations code of conduct, MOBHL has established the

following rules regarding misconduct:

A. Players, parents and coaches recognize that this league has adopted a zero-tolerance

policy with respect to physical and verbal misconduct, which will be upheld by both the

referees and league officials.

B. Coaches understand they are role models for their players and further recognize that

achieving a good clean physical win or loss is more important than winning at all costs.

Coaches will not teach or encourage physical or verbal misconduct or tolerate the same

from any of their players. Coaches witnessing any physical or verbal misconduct from any

of their own players are expected to take appropriate action. Any team incurring fifteen

(15) penalties shall have the head coach suspended for the next league event.

Subsequent occurrences of game misconducts for fifteen (15) penalties in a game during

the same season shall have the head coach suspended per item three (3) herein.

C. Any player or coach exhibiting a pattern of abusive behavior including physical, verbal or a

combination of both will be subject to suspension from play. Any player receiving tenminute

misconduct shall be assessed one misconduct point. A player who receives a

game misconduct will be assessed two misconduct points. Any player or coach who

accumulates a total of six (6) misconduct points throughout each season, including

tournament games will be subject to a review by the league Disciplinary Committee. The

Disciplinary Committee’s charge is to review the circumstance of the individual’s

misconducts and determine appropriate action including season ending suspension.

Application of the following progressive game misconduct structure applies:

Two Misconduct Points:

One game suspension

Four Misconduct Points:

Two game suspension

Six Misconduct Points:

that could assess additional game suspensions including

the possibility of a season ending suspension.

Three game suspension and conduct committee review

Eight Misconduct Points:

including the possibility of a season ending suspension.

This system is intended to communicate two messages: (1) ten-minute misconduct is a

serious violation and (2) players will be held accountable for continued ten-minute

violations and responsibility for acceptable behavior belongs to the players and coaches.

D. Match penalties or game disqualifications for “Attempt to Injure,” require immediate league

review. All “Attempt to Injure” penalties shall be reported to the disciplinary committee

within 48-hours by the team manager. A review of the incident shall be conducted by the

disciplinary committee within 72-hours of the occurrence to determine the appropriate term

of the suspension. Committee members are encouraged to solicit input from the on-ice

game officials. A majority vote of the members of the disciplinary committee present is

required to determine the length of suspension. Until such time as the hearing is

conducted, the player shall not participate in any league activities including practices. Any

hearing to modify the term of suspension shall be conducted within a maximum of five

days of the incident.
